Why did the person not receive an Outbound Message?
Pepper does not automatically send Outbound Messages to people. In order, to send an Outbound Message you need to click on the blue button that says "Run Campaign" in the Pepper extension. Click here for step-by-step instructions on how to send Outbound Messages.
